EU Currently Enforces 95 Trade Remedy Measures Against China, Affecting $39.3 Billion in Chinese Exports

At the Ministry of Commerce's regular press conference on September 18, a journalist raised the question: Recent Spanish media reports suggest that the European pork industry may ultimately have to "pay the bill" for issues triggered by the automotive industry. Multiple Spanish pork industry associations and companies have called on the European Commission to engage in dialogue with China for mutual benefit. What is China’s comment on this?
Spokesperson He Yadong responded: We have taken note of the relevant reports. The anti-dumping investigation into relevant EU pork products was initiated upon the application of China’s domestic industry. After filing the case, the investigating authority strictly followed Chinese laws and WTO rules in conducting the investigation, fully safeguarded the rights of all parties, and rendered a preliminary ruling objectively, fairly, and impartially. Throughout the process, China maintained sound communication with relevant EU companies, industry associations, and member state governments, including Spain, carefully listened to their views, and will continue to advance the investigation in accordance with laws and regulations.
He Yadong stated that China always exercises prudence and restraint in applying trade remedy measures. Since the beginning of this year, China has not initiated any new original investigations against the EU and has only made rulings in three cases. In stark contrast, the EU has initiated seven new original investigations against China this year, accounting for nearly 40% of its total external investigations and involving approximately $3.5 billion in Chinese exports. The EU has also issued preliminary or final rulings in 28 cases. Currently, the EU is enforcing 95 trade remedy measures against China, affecting around $39.3 billion in Chinese exports.
He Yadong emphasized that particularly in the electric vehicle countervailing case, the EU initiated the investigation on its own without any application from within the Union. The investigation process and conclusions have been unreasonable and non-compliant, and the EU has abused trade remedy measures based on speculative claims of so-called "threat of injury." China has already referred this matter to the WTO dispute settlement mechanism. Nevertheless, to implement the consensus reached at the China-EU leaders' meeting, China has consistently demonstrated utmost sincerity, engaged in over 20 rounds of consultations with the EU, and made every effort to seek a solution acceptable to both sides.
"Dialogue and cooperation are what industries call for and what people desire," He Yadong stated. China’s commitment to open cooperation remains unchanged, as does its principle of resolving issues through dialogue and consultation. China is prepared for this and looks forward to the European Commission effectively implementing the consensus of the China-EU leaders’ meeting, heeding the voices of industries, and working together with China to address mutual concerns through dialogue and consultation, thereby fostering an open and stable market environment for the development of both Chinese and European industries.
